 Public School Concurrency

Public school concurrency is an established process for community development and public education planning that is based on the premise that public school facilities must be available to accommodate students anticipated from new residential developments at the time the housing is occupied.

Mandated by Florida law, the concept revolves around an Inter-local Agreement involving the School Board, Broward County Government and local municipalities located within the county. 

This collaboration results in a comprehensive assessment of actual planned and anticipated residential development, and the availability of permanent capacity at the impacted schools to accommodate students anticipated from such development, or the availability of permanent capacity in District’s adopted five-year work plan, or the need for additional schools and classrooms to serve such students.  If it is determined that permanent capacity is not available, the development would be denied, or the developer of the planned development could pay to enable the development move forward.  Also, taken into account in all of this is the potential need for additional infrastructures such as roads, water, sewer, electric utilities and the like to support new schools and classroom additions.

The Staff Working Group (SWG), a technical group consisting of representatives from the School Board, Broward County and the municipalities is responsible for implementing provisions of the Inter-Local Agreement.  Also, a 15-member oversight committee, consisting of elected officials including School Board members, county and municipal leaders, oversees the implementation of the Agreement and as mandated, issues an annual report to the signatories of the Agreement and the general public on the successes and failures regarding implementation of the Agreement in the preceding calendar year.
