The School Board of Broward County, Florida is the first school district in the nation to receive the Council of Great City Schools’ “Award for Excellence in Financial Management.” The award represents a significant achievement by the school district’s Board of Education, Superintendent and administrative staff who support the highest standards in financial accountability and controls needed to safeguard and protect the financial integrity of the District. Their efforts reflect an extraordinary dedication to the excellence in financial management and demonstrate outstanding stewardship of taxpayer dollars with the ultimate beneficiaries being the children who attend public school in Broward County.
The Council of Great City Schools (CGCS) Bill Wise Award to Judith M. Marte, CFO
Mrs. Judith M. Marte, Chief Financial Officer of Broward County Public Schools (BCPS), is the winner of the Bill Wise Award from the Council of Great City Schools for distinguished service to urban education. Marte received the honor at the Council’s annual Chief Financial Officers Conference, November 16, 2016, in San Antonio, Texas.
The Bill Wise Award is named in honor of its first recipient, who devoted his professional career to being a strong leader and staunch advocate for students, teachers and public education in the Metropolitan Nashville Public Schools. The award honors those who exemplify the professionalism, commitment, integrity and leadership demonstrated by Dr. Wise.
The Council of Great City Schools (CGCS) Financial Management Award
Broward County Public Schools (BCPS) Financial Division was the 2008 Council of the Great City Schools (CGCS) Award Winner for Excellence in Financial Management. Our District is the first district in the nation to receive this prestigious award. The CGCS Award for Excellence in Financial Management focuses on policies, procedures, and outcomes across a broad range of financial areas. A rigorous Best of Financial Management Policies Peer Review process assesses our District financial management practices; and Key Performance Indicators are used as an evaluative research and objective analytical baseline to demonstrate the efficient and effective use of financial resources. The award highlighted the District's implementation of an Enterprise Resource Planning (ERP) system as a means to minimize manual processes and streamline the District business operations.

To receive this award, a district must achieve 95 percent or 2,309 of a possible 2,430 points by complying with all 95 mandatory practices and a minimum of 41 of 53 recommended practices in the following nine categories:

- Internal Accounts
- Budget, Strategic Planning & Management
- Internal and External Financial Auditing
- General Financial Management
- Debt Management
- Risk Management
The Association of School Business Officials International (ASBO) Awards
The Association of School Business Officials (ASBO) International awarded a Certificate of Excellence in Financial Reporting to the District for its Comprehensive Annual Financial Report (CAFR) for the fiscal year ended June 30, 2018. This was the thirty-sixth consecutive year that the District has received this prestigious award. In order to be awarded a Certificate of Excellence, a governmental unit must publish an easily readable and efficiently organized CAFR, the contents of which conform to program standards. Such reports must satisfy both generally accepted accounting principles in the United States and applicable regulatory requirements. A Certificate of Excellence is valid for one year only.
For the 24th consecutive year, Broward County Public Schools has received the Meritorious Budget Award from the Association of School Business Officials International for its 2018-19 budget. To earn the award, the budget was rigorously reviewed based on stringent criteria. The award represents a significant achievement of the highest standards of school budgeting.
The Government Finance Officers Association (GFOA) Awards
The Government Finance Officers Association (GFOA) of the United States and Canada awarded a Certificate of Achievement for Excellence in Financial Reporting to the District for its Comprehensive Annual Financial Report (CAFR) for the fiscal year ended June 30, 2017.
This was the twenty-second consecutive year that the District has received this prestigious award. The Certificate of Achievement of Excellence Award certifies that the CAFR substantially conformed to the accounting and reporting standards adopted by GFOA.
The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that the School Board of Broward County, Florida has received the GFOA's Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
- a policy document
- a financial plan
- an operations guide
- a communications device
Budget documents must be rated "proficient" in all four categories, and the fourteen mandatory criteria within those categories, to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. This has been presented to the Budget Office Staff.
The Government Finance Officers Association is a nonprofit professional association serving nearly 17,400 government finance professionals throughout North America. The GFOA's Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
