The Capital Budget Department plays a critical role in advancing Broward County Public Schools’ mission to educate all students to reach their highest potential and its vision of preparing students to succeed in tomorrow’s world.

By strategically managing the district’s capital resources, the department ensures equitable funding for essential school facility projects, infrastructure upgrades, and technology enhancements. It delivers transparent financial planning, accurate reporting, and timely payments to construction vendors, supporting the safe and modern environments students need to thrive. Additionally, the department assists with network and hardware/software needs, reinforcing the financial systems that power student success.

DEFP

District Educational Facilities Plan (DEFP)

The department is responsible for the development of the 5‐year District Educational Facilities Plan (DEFP), which provides the School Board and the public with a detailed capital outlay plan. The DEFP is a list of projects for capacity additions, remodeling and renovations, indoor air quality, technology, health safety and sanitation, Americans with Disabilities Act (ADA), and other categories. When the Plan is submitted to the School Board and the public for adoption, the Plan is balanced and sources of revenues have been identified for projects listed in the Plan. The first year of the DEFP forms the basis for the annual capital outlay budget.

The department monitors the progress of various State of Florida and local capital outlay fund revenue programs. The department also prepares monthly capital outlay budget amendments for School Board approval.

Bond Oversight Committee

The Bond Oversight Committee (BOC) is an independent advisory group established to monitor how capital bond funds are spent by the school district. Its primary role is to ensure transparency, accountability, and proper use of voter-approved bond dollars for school renovations, safety improvements, and technology upgrades. The committee reviews project progress, financial reports, and compliance with planned expenditures. It meets regularly and provides public reports to keep the community informed. What is the District Educational Facilities Plan?

How does the Public participate in the District Educational Facilities Plan planning process?

The State requires that the plan undergo public review. Each year a minimum of two public hearings are held, one to accept the Tentative District Educational Facilities Plan and another to Adopt the Plan. At those hearings the public is provided an opportunity to provide input to the plan. In past years it has been necessary to hold additional Public Hearings to resolve outstanding issues before the final adoption of the plan occurred. The public is also kept informed during meetings with Public Organizations such as the Facilities Task Force.

Business Practice Bulletin A-468 outlines procedures for providing funding under a Capital Funding Request. Funding of New Projects or expanding the scope of current projects must meet one of the following criteria:

If not approved, it will pose health and safety problems to students.

If not approved, it will impede the teaching and learning process.

The Superintendent determines that the project is an emergency.
