If you have been identified as teaching out-of-field in Business Education, you are mandated to satisfy out-of-field training requirements by one of the following methods:

• completion of a minimum of six semester hours of (new) college coursework in Business Education
  • NOTE: Completion of six semester hours of college credit will serve only to meet state-mandated training for the current school year; you will be required to again satisfy out-of-field training during subsequent school years.  Only passing the subject area exam OR submission of an approved infield rubric (where applicable) will completely close the out-of-field record for the subject area.
• passing the Business Education subject area exam
• documenting 100 points through the Infield Status Rubric 

One of the above methods must be completed prior to the end of April in the school year in which you were placed out-of-field. You must continue to complete out-of-field training each school year or until you have obtained certification in Business Education or have passed the subject area exam, or have documented infield status via the rubric.  Note that failure to comply will impact your future placement/assignments up to including non-renewal of your contract.

Your out-of-field record will remain open until you have added Business Education to your certificate, have passed the subject area exam, or have documented infield status. Parent notification will be required to be sent home to the parents of the affected students while you are considered out-of-field.  Once you obtain the certificate reflecting Business Education, be sure to notify certificationrequests@browardschools.com so your out-of-field record can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements

Board Policy 4003.4 establishes the infield designation option for teachers out-of-field in bachelor-level subject areas (excludes Athletic Coaching, Autism Spectrum Disorder, Driver Education, ESOL, Orientation and Mobility, Prek Disabilities, Severe and Profound Disabilities, Reading, School Psychologist, School Social Worker, and Speech-Language Impaired).

Teachers may use the Infield Status Rubric  to document experience and training in Business Education.  A minimum of 100 points must be achieved with documented experience and a classroom observation rating of effective or higher required.  Additional points may be obtained in professional development (district in-service) and college coursework in Business Education.  In addition, you must be able to produce evidence of industry certification in one of the following:

• Access the Elementary Learning Curriculum in Canvas under "Standards" or grade level pages to gain a better perspective on content, standards, lesson plans, and activities for ELA, Science, Math, and/or Social Studies, or "Balanced Literacy" for examples of IRAs.
• For ELA IRAs, review additional information on Strategic Actions 
• Lesson plan activities must be aligned to the K-6 General Education standards
• Submissions must include all criteria on the lesson plan template
• Submissions must be an original developed by you
• May not submit an lesson plan created by the district or an adopted materials vendor (i.e., Go Math, STEMscopes, etc.) or that another colleague has written and/or submitted or that was created by or for a College/University

Templates for math, science, English language arts/reading, and social studies are available to guide you.  Access the Elementary Learning Curriculum in Canvas under "Standards" or grade level pages to gain a better perspective on content, standards, lesson plans, and activities for ELA, Science, Math, and/or Social Studies, or "Balanced Literacy" for examples of IRAs.  Request access for the Elementary Learning Canvas course.  Lesson plans must be your original work, may not be copied verbatim from the district examples, may not be copied from a colleague's lesson plan, and must include all criteria indicated on the lesson plan example.  Do not fill in the points awarded on the rubric - when your rubric is received and evaluated, points will be notated on the form.

IMPORTANT:  if you have passed any portion(s) of the Kindergarten-6 subject area exam within the last 10 years, you will not be required to submit a lesson plan for that area(s).  You must, however, attach a copy of your passing score(s) to the documentation you submit.

OUT-OF-FIELD TRAINING REQUIREMENTS:

If you have been identified as teaching out-of-field in ESOL Category 1, you are mandated to complete ESOL courses within the timeline outlined below prior to the end of April in the school year in which you were placed out-of-field. You must continue to complete out-of-field training each school year or until you have obtained certification in ESOL.  Note that failure to comply will impact your future placement/assignments up to including non-renewal of your contract.

State mandated training in ESOL Category 1 begins the day and month you are assigned an ESOL student. Should your teaching assignment change, you must continue to complete requirements per the timeline below. Failure to do so will result in your non-renewal. 

First two school years› 3 semester hours or 60 inservice points

Year 3 › 6 semester hours or 120 inservice points

Year 4 › 9 semester hours or 180 inservice points

Year 5 › 12 semester hours or 240 inservice points

Year 6 › 15 semester hours or 300 inservice points

Your out-of-field record will remain open until you have added ESOL to your certificate. Parent notification will be required to be sent home to the parents of the affected students.  Once you obtain the certificate reflecting ESOL, be sure to notify certificationrequests@browardschools.com so your out-of-field record can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements.

NOTE:  If you feel you completed college courses that are applicable toward your ESOL training requirement, please submit a Request for College Course Evaluation with a scanned copy of your transcripts reflecting the courses in question and a course description from the university for each of the courses in question.  Please submit as an email attachment to:  certificationrequests@browardschools.com  with the subject line "Review of Courses for ESOL".

REQUIREMENTS TO ADD ESOL:

OPTION 1:

Must complete required courses as district in-service or college coursework according to the timeline indicated above. Training timeline begins with the date of the initial contact with the English Language Learner (ELL). Listed below are the specific courses required to obtain the ESOL Endorsement.

15 semester hours, 300 inservice points, or a combination of both in ESOL with a credit in:

• Methods of teaching English to speakers of other languages
• ESOL curriculum and materials development
• Cross-cultural communication and understanding
• Testing and evaluation of ESOL
• Applied linguistics

Once you have completed all courses required to add the ESOL Endorsement (if completed via district in-service courses) you will need to submit an application to the Florida Department of Education and fee (paid through the district) for the addition.  For complete steps on submitting the addition application and fee go to Talent Acquisition and Operations, Instructional (click on "Florida Certificate Additions).

If all five of the ESOL Endorsement courses were completed as college credit, you will need to submit an application, fee, and official transcripts (showing completion of the ESOL courses) to the Florida Department of Education.

If you elect to complete ESOL Category 1 training requirements as district in-service, it is imperative that you register as soon as possible for the course(s) as courses fill up quickly.  Register for courses through Learning Across Broward (LAB).   NOTE: If the course you attempt to register for is full, please email BVU@browardschools.com to request to be placed on a waiting list.

OPTION 2:

Pass the ESOL subject area exam and add the subject to your certificate.  Note that to maintain the ESOL subject coverage on your certificate (when adding via a passing exam) you will need to complete two 60-point in-service courses (or six hours of college credit) in ESOL within three years of adding the subject of ESOL K-12 to your certificate.  Exam information and registration is obtained at the Florida Teacher Certification Examinations (FTCE) web site.

Once you have passed the ESOL subject area exam you will need to submit an application and fee to the Florida Department of Education and fee (paid through the district) for the addition.  For complete steps on submitting the addition application and fee go to Talent Acquisition and Operations, Instructional (click on "Florida Certificate Additions).

NOTE: The Infield Status Rubric is not an option for satisfying out-of-field requirements in the subject of ESOL.

OUT-OF-FIELD TRAINING REQUIREMENTS:

If you have been identified as teaching out-of-field in ESOL Category 2, you are mandated to complete the required ESOL course. 

Teachers assigned to teach Mathematics, Social Studies, Science, and/or Computer Literacy are considered part of Category 2 for ESOL training purposes.

State mandated training in ESOL Category 2 begins the day and month you are assigned an ESOL student. Training timeline begins the day and month of ESOL student's initial assignment and must be completed within one year, unless you are a new hire. New hires will be given one additional year. Failure to comply will result in your non-reappointment.

Training Requirement:

• • Complete 60 inservice points or 3 semester hours college credit in ESOL Strategies for Content Area Teachers

Your out-of-field record will remain open until you have completed the required ESOL course to satisfy ESOL Category 2 requirements. 

REQUIREMENTS TO SATISFY ESOL CATEGORY 2:

OPTION 1:

Must complete required course as district in-service or college coursework. Must be completed within one year, unless you are a new hire. New hires will be given one additional year. Failure to comply will result in your non-reappointment.

NOTE:  If you feel you completed college courses that are applicable toward your ESOL training requirement, please submit a Request for College Course Evaluation with a scanned copy of your transcripts reflecting the courses in question and a course description from the university for each of the courses in question.  Please submit as an email attachment to:  certificationrequests@browardschools.com  with the subject line "Review of Courses for ESOL".

 

Once you have completed the course required to satisfy ESOL Category 2 training requirements, documentation of satisfaction of the training requirements will be in your in-service record.  If the course is completed as district in-service no additional steps are required (as the course completion will be evident in your district in-service record).  If you completed the course as college credit and submitted the requested documents as outlined in the information above, the course will be added to your district in-service record as documentation.

OPTION 2:

  All subjects not included in Categories I, II, or IV (except Service Providers - see below)
  
  Training Requirements:

  • Complete 18 inservice points or 1 semester hour college credit in Issues & Strategies for Teaching LEP Students

  All service providers (School Psychologists, Speech-Language Pathologists, and Social Workers)

  Training Requirements:

  • Complete 18 inservice points or 1 semester hour college credit in ESOL for Student Service Providers

  State mandated training in ESOL Category 3 begins the day and month you are assigned an ESOL student. Training timeline begins the day and month of ESOL student's initial assignment and must be completed within one year, unless you are a new hire. New hires will be given one additional year. Failure to comply will result in your non-reappointment.

  Your out-of-field record will remain open until you have completed the required ESOL course to satisfy ESOL Category 3 requirements.

  18 inservice points or 1 semester hour college credit in Issues & Strategies for Teaching LEP Students

   

  NOTE:  If you feel you completed college courses that are applicable toward your ESOL training requirement, please submit a Request for College Course Evaluation with a scanned copy of your transcripts reflecting the courses in question and a course description from the university for each of the courses in question.  Please submit as an email attachment to:  certificationrequests@browardschools.com  with the subject line "Review of Courses for ESOL".

  Once you have completed the course required to satisfy ESOL Category 3 training requirements, documentation of satisfaction of the training requirements will be in your in-service record.  If the course is completed as district in-service no additional steps are required (as the course completion will be evident in your district in-service record).  If you completed the course as college credit and submitted the requested documents as outlined in the information above, the course will be added to your district in-service record as documentation.

  OPTION 2:

  Pass the ESOL subject area exam and add the subject to your certificate.  Note that to maintain the ESOL subject coverage on your certificate (when adding via a passing exam) you will need to complete two 60-point in-service courses (or six hours of college credit) in ESOL within three years of adding the subject of ESOL K-12 to your certificate.  Exam information and registration is obtained at the Florida Teacher Certification Examinations (FTCE) web site. Must be completed within one year, unless you are a new hire. New hires will be given one additional year. Failure to comply will result in your non-reappointment.

  OPTION 3:

  Complete the five required courses as district in-service or college coursework to meet eligibility to add the ESOL Endorsement.  Listed below are the specific courses required to obtain the ESOL Endorsement. Must be completed within one year, unless you are a new hire. New hires will be given one additional year. Failure to comply will result in your non-reappointment.

  15 semester hours, 300 inservice points, or a combination of both in ESOL with a credit in:

  • Methods of teaching English to speakers of other languages
  • ESOL curriculum and materials development
  • Cross-cultural communication and understanding
  • Testing and evaluation of ESOL
  • Applied linguistics

• completion of a minimum of six semester hours of college coursework in Exceptional Student Education
  • NOTE: Completion of six semester hours of college credit will serve only to meet state-mandated training for the current school year; you will be required to again satisfy out-of-field training during subsequent school years.  Only passing the subject area exam OR submission of an approved infield rubric (where applicable) will completely close the out-of-field record for the subject area.
• passing the Exceptional Student Education subject area exam
• documenting 100 points through the Infield Status Rubric 

One of the above methods must be completed prior to the end of April in the school year in which you were placed out-of-field. INFIELD STATUS OPTION

Board Policy 4003.4 establishes the infield designation option for teachers out-of-field in bachelor-level subject areas (excludes Athletic Coaching, Autism Spectrum Disorder, Driver Education, ESOL, Orientation and Mobility, Prek Disabilities, Severe and Profound Disabilities, Reading, School Psychologist, School Social Worker, and Speech-Language Impaired).

Use the Infield Status Rubric to document experience and training in Exceptional Student Education.  A minimum of 100 points must be achieved with documented experience and a classroom observation rating of effective or higher required.  Additional points may be obtained in professional development (district in-service) and college coursework in Exceptional Student Education. Lesson plans in the areas of math, science, ELA (Modeled Interactive Read Aloud), and social studies are mandatory. One set of plans for each content area will suffice for years of experience.  

Resources:

• Access the Elementary Learning Curriculum in Canvas under "Standards" or grade level pages to gain a better perspective on content, standards, lesson plans, and activities for ELA, Science, Math, and/or Social Studies for examples of IRAs.
• Lesson plan activities must be aligned to the K-6 General Education standards
• Submissions must include all criteria on the lesson plan template
• Submissions must be an original developed by you
• May not submit a lesson plan created by the district or an adopted materials vendor (i.e., Go Math, STEMscopes, etc.) or that another colleague has written and/or submitted or that was created by or for a College/University

Templates for math, science, English language arts/reading, and social studies are available to guide you.  Access the Elementary Learning Curriculum in Canvas under "Standards" or grade level pages to gain a better perspective on content, standards, lesson plans, and activities for ELA, Science, Math, and/or Social Studies, or "Balanced Literacy" for examples of IRAs.  Request access for the Elementary Learning Canvas course.  Lesson plans must be your original work, may not be copied verbatim from the district examples, may not be copied from a colleague's lesson plan, and must include all criteria indicated on the lesson plan example.  Do not fill in the points awarded on the rubric - when your rubric is received and evaluated, points will be notated on the form.

REQUIREMENTS TO ADD GIFTED:

Must complete 120 inservice points or six semester hours of college coursework toward obtaining the Gifted Endorsement prior to the end of April in the school year in which you were placed out-of-field. You must continue to complete the required 120 inservice points or six semester hours of out-of-field training each school year until you have added the Gifted Endorsement to your certificate.

Must also have successfully completed one additional Gifted Endorsement Course from the following list:

• Theory and Development of Creativity
• Curriculum Development for the Gifted
• Special Populations of the Gifted
• Guidance and Counseling of the Gifted

Must create and implement an interdisciplinary unit. Scoring a minimum of 80%.  Rubric will be scored by a District Gifted Coordinator and observation of the implementation of the unit will be conducted by a District Gifted Coordinator.

Must create and implement a plan to increase the underrepresented populations of gifted students.  Using the district’s current Plan B plan to increase Low SES and ESL populations in gifted, identify a plan at your school that would include the following:

• Identification of possible students to screen
• Screening process
• Professional development workshops offered to promote a better understanding of the characteristics of gifted students from underrepresented groups. 
• Parental Involvement

Plan and implementation will be approved by a District Gifted Coordinator.

Once you have completed all courses required to add the Orientation and Mobility Endorsement you will need to submit an application, fee, and official transcripts (indicating completion of the required courses) to the Florida Department of Education for the addition.

OUT-OF-FIELD TRAINING REQUIREMENTS:

If you have been identified as teaching out-of-field in Prek Disabilities, you are mandated to satisfy out-of-field training requirements through one of the following methods:

• completion of six semester hours of college coursework in Prek Disabilities
• passing the Prek/Primary or Preschool Education subject area exam 
• documenting at least two years of full-time teaching experience with ESE students at the prek level (experience must have been completed between July 1, 2006 and June 30, 2011)

One of the above methods must be completed prior to the end of April in the school year in which you were placed out-of-field. You must continue to complete out-of-field training each school year or until you have obtained certification in Prek Disabilities. Note that failure to comply will impact your future placement/assignments up to including non-renewal of your contract.

Your out-of-field record will remain open until you have added Prek Disabilities to your certificate. Parent notification will be required to be sent home to the parents of the affected students.  Once you obtain the certificate reflecting Prek Disabilities, be sure to notify certificationrequests@browardschools.com so your out-of-field record can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements.

REQUIREMENTS TO ADD PREK DISABILITIES:

OPTION 1

NOTE: You must hold certification in ESE, Preschool Education, Primary Education, or Prek/Primary Education to be eligible (after completion of all subject area requirements) to add this area to your certificate.

Complete six semester hours of college coursework to satisfy requirements for two of the following areas: (a), (b), or (c) of the Prekindergarten Disabilities Endorsement subject area requirements. Details regarding the Prekindergarten Disabilities Endorsement subject area requirements are found at the Florida Department of Education web site.

Note that two years of full-time instructional experience in working with ESE students at the prek level can be used to satisfy the remaining requirements after the six semester hours noted above have been completed. Note that requirement (a) consists of a total of six hours and so a year of experience may be used in lieu of three or all six hours depending on what areas the college courses satisfy. To document the experience your principal must complete and submit the Verification of Teaching Experience form. The form must document your experience in working with ESE students at the prek level specifically. NOTE: The verification form must be submitted to the Talent Acquisition & Operations (Instructional) Department, Attn: Certification. DO NOT send the form to the Florida Department of Education as indicated on the form.

Once you have completed all courses required to add the Prek Disabilities Endorsement you will need to submit an application, fee, and official transcripts (indicating completion of the required nine semester hours) to the Florida Department of Education for the addition.

OPTION 2:

Pass the Prek/Primary or Preschool Education subject area exam and add the subject to your certificate.  Note that if you hold a professional certificate you must pass the Prek/Primary or Preschool Education exam to meet requirements to add the subject to your certificate.  Exam information and registration is obtained at the Florida Teacher Certification Examinations (FTCE) web site.

ADDITIONAL OPTION

If you have a certificate in ESE and can document at least two years of full-time teaching experience with ESE students at the prek level (experience must have been completed between July 1, 2006 and June 30, 2011) then you may use the experience to be considered as infield for the assignment. You must also have satisfactory evaluations during the period the experience was gained. Note that while using experience during the time period noted will make you infield, it will not enable you to add the Prekindergraten Disabilities Endorsement to your certificate. To do so, you will need to complete the course requirements as outlined above in option one.

If you can meet the experience requirement noted in this option, please have your principal submit an original letter, on school letterhead, indicating the period in which you gained the experience.  The letter must include a statement that you worked with ESE students at the prek level and that you had satisfactory evaluations during the period.  The letter must be signed and dated by your principal and submitted to the Talent Acquisition & Operations (Instructional) Department; attn: Certification

 

NOTE: The Infield Status Rubric is not an option for satisfying out-of-field requirements in the subject of Prek Disabilities.

OUT-OF-FIELD TRAINING REQUIREMENTS:

SPECIAL NOTE:  Due to the unique challenges related to the COVID pandemic, the Florida Department of Education (FLDOE) exempted teachers from satisfying out-of-field training in all areas (except for ESOL) for the 19-20 school year.  This state exemption extended to the state-mandated out-of-field training for those teachers identified as out-of-field prior to and during the 19-20 school year ONLY and was a one-time allowance for all districts in the state.

Further, the District obtained approval from the FLDOE to offer our teachers an additional year of out-of-field training exemption for the 20-21 school year. 

There are NO exemptions for out-of-field training for the 21-22 school year approved by the FLDOE.  Teachers are required by state statute to comply with the mandated training related to their identified out-of-field subject area(s).

ADDITIONAL NOTE:  The 19-20 and 20-21 out-of-field training exemptions DO NOT extend to teachers out-of-field in ESOL.  Teachers out-of-field in ESOL are required to comply with mandated training based on their identified ESOL category and timeline.

If you have been identified as teaching out-of-field in Prek/Primary, you are mandated to satisfy out-of-field training requirements by one of the following methods:

• completion of a minimum of six semester hours of (new) college coursework in Prek/Primary
  • NOTE: Completion of six semester hours of college credit will serve only to meet state-mandated training for the current school year; you will be required to again satisfy out-of-field training during subsequent school years.  Only passing the subject area exam OR submission of an approved infield rubric (where applicable) will completely close the out-of-field record for the subject area.
• passing (all portions of) the Prek/Primary subject area exam
• documenting 100 points through the Infield Status Rubric 

One of the above methods must be completed prior to the end of April in the school year in which you were placed out-of-field. You must continue to complete out-of-field training each school year or until you have obtained certification in Prek/Primary or have passed the subject area exam, or have documented infield status via the rubric.  Note that failure to comply will impact your future placement/assignments up to including non-renewal of your contract.

Your out-of-field record will remain open until you have added Prek/Primary to your certificate or have passed the subject area exam, or have documented infield status. Parent notification will be required to be sent home to the parents of the affected students while you are considered out-of-field.  If you obtain a certificate reflecting Prek/Primary (for those passing the subject area exam who add the subject to their certificate), be sure to notify certificationrequests@browardschools.com so your out-of-field record can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements

REQUIREMENTS TO ADD PREK/PRIMARY:

Pass all portions of the Prek/Primary subject area exam and add the subject to your certificate.  Information and registration for the subject area exam is found at the Florida Teacher Certification Exams web site.

Once you have passed the Prek/Primary subject area exam you will need to submit an application and fee to the Florida Department of Education and fee (paid through the district) for the addition.  For complete steps on submitting the addition application and fee go to Talent Acquisition and Operations, Instructional (click on "Florida Certificate Additions).

INFIELD STATUS OPTION

NOTE: The use of Infield Designation cannot apply to Head Start teachers, as they must hold the actual subject area on their certificate.

Board Policy 4003.4 establishes the infield designation option for teachers out-of-field in bachelor-level subject areas (excludes Athletic Coaching, Autism Spectrum Disorder, Driver Education, ESOL, Orientation and Mobility, Prek Disabilities, Severe and Profound Disabilities, Reading, School Psychologist, School Social Worker, and Speech-Language Impaired).

Teachers may use the Infield Status Rubric  to document experience and training in Prek/Primary.  A minimum of 100 points must be achieved with documented experience and a classroom observation rating of effective or higher required.  Additional points may be obtained in professional development (district in-service) and college coursework in Prek/Primary.  Lesson plans in the areas of math, science, ELA, and social studies are mandatory as well. One set of plans for each content area will suffice for years of experience.

Notes: 

• Lesson plan activities must be aligned to standards
• Submissions must be an original developed by you
• May not submit an lesson plan created by the district or an adopted materials vendor or that another colleague has written and/or submitted or that was created by or for a College/University

Lesson plans must be your original work, may not be copied verbatim from the district examples, may not be copied from a colleague's lesson plan, and must include all criteria indicated on the lesson plan example.  Do not fill in the points awarded on the rubric - when your rubric is received and evaluated, points will be notated on the form.

IMPORTANT:  if you have passed any portion(s) of the Prek/Primary subject area exam within the last 10 years, you will not be required to submit a lesson plan for that/those area(s).  You must, however, attach a copy of your passing score(s) to the documentation you submit. 

It is strongly recommended that you submit the documentation as early as possible in the event you are asked to make modifications or in the event you are not approved.  If approval is not granted, you will need to comply with mandated training using another option.

NOTE: Approval of an Infield Status Rubric in Prek/Primary does not enable you to add the subject of Prek/Primary to your certificate, however, it is sufficient for documentation of infield status in Prek/Primary and for satisfaction of out-of-field requirements in Prek/Primary.  A Broward County Public Schools Infield Status Rubric is acceptable in Broward County only.

You must continue to complete out-of-field training each school year or until you have obtained certification in Reading.  Note that failure to comply will impact your future placement/assignments up to including non-renewal of your contract.

Your out-of-field record will remain open until you have added Reading to your certificate. Parent notification will be required to be sent home to the parents of the affected students.  Once you obtain the certificate reflecting Reading, be sure to notify certificationrequests@browardschools.com so your out-of-field record can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements

REQUIREMENTS TO ADD READING:

OPTION 1:

Pass the Reading subject area exam and submit an online application and fee to add the Reading Endorsement.

*NOTE: The Reading subject area exam is not the same as the LangArts/Reading subtest of the Elementary Education subject area exam.  The LangArts/Reading subtest CANNOT be used to add the Reading Endorsement.

Submit an application and fee to the Florida Department of Education for the addition.  Make certain that you select "Reading Endorsement" (not Reading K-12 as Reading K-12 requires 30 semesters hours or a master's in Reading).  

OPTION 2:

Complete courses to add the Reading Endorsement.

There are five courses needed to obtain the Reading Endorsement. 

• Foundations of Literacy
• Application of Research-Based Literacy Practices
• Foundations of Literacy Assessment
• Differentiated Reading Instruction
• Demonstration of Accomplished Practices

Options for completing Reading Endorsement courses available from the Professional Standards and Support web site.

Once you have completed all courses required to add the Reading Endorsement (if completed via district in-service courses) you will need to submit an application to the Florida Department of Education and fee (paid through the district) for the addition.  For complete steps on submitting the addition application and fee go to Talent Acquisition and Operations, Instructional (click on "Florida Certificate Additions).

If all the required courses were completed as college credit, you will need to submit an application, fee, and official transcripts (showing completion of the Reading courses) to the Florida Department of Education.

If you feel you completed some of the required courses as college coursework, please follow the process outlined below:

• apply to the FLDOE online for an evaluation toward the Reading Endorsement, the FLDOE will respond by sending you a Statement of Status of Eligibility
• submit a copy of the Statement with a copy of your transcripts to: certificationrequests@browardschools.com attached to an email stating the reason for the submission
• any courses the FLDOE accepted toward the Endorsement will be added to your district in-service record

If you elect to complete Reading training requirements as district in-service, it is imperative that you register as soon as possible for the course(s) as courses fill up quickly.  Register for courses through Learning Across Broward (LAB).   NOTE: If the course you attempt to register for is full, please email BVU@browardschools.com to request to be placed on a waiting list.

NOTE: The Infield Status Rubric is not an option for satisfying out-of-field requirements in the subject of Reading.

Your out-of-field record will remain open until you have added Severe or Profound Disabilities to your certificate. Parent notification will be required to be sent home to the parents of the affected students.  Once you obtain the certificate reflecting Severe or Profound Disabilities, be sure to notify certificationrequests@browardschools.com so your out-of-field record can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements.

REQUIREMENTS TO ADD SEVERE OR PROFOUND DISABILITIES:

NOTE: You must hold certification in ESE to be eligible (after completion of all subject area requirements) to add this area to your certificate.

Complete six semester hours of college coursework to satisfy requirements for two of the following areas: (a), (b), or (c) of the Severe or Profound Disabilities Endorsement subject area requirements. Details regarding the Severe or Profound Disabilities Endorsement subject area requirements are found at the Florida Department of Education web site.

Note that two years of full-time instructional experience in working with ESE students with severe or profound disabilities can be used to satisfy the remaining requirements after the six semester hours noted above have been completed. Note that requirement (c) consists of a total of six hours and so a year of experience may be used in lieu of three or all six hours depending on what areas the college courses you have completed satisfy. To document the experience your principal must complete and submit the Verification of Teaching Experience form. The form must document your experience in working with ESE students with severe or profound disabilities specifically. NOTE: The verification form must be submitted to the Talent Acquisition & Operations (Instructional) Department, Attn: Certification. DO NOT send the form to the Florida Department of Education as indicated on the form.

Once you have completed all courses required to add Severe or Profound Disabilities you will need to submit an application, fee, and official transcripts (indicating completion of the required courses) to the Florida Department of Education for the addition.

NOTE: The Infield Status Rubric is not an option for satisfying out-of-field requirements in the subject of Severe or Profound Disabilities

OUT-OF-FIELD TRAINING REQUIREMENTS:

If you have been identified as teaching out-of-field in a World Language, you are mandated to satisfy out-of-field training requirements through one of the following methods:

• completion of a minimum of six semester hours of college coursework in the specific language
  • NOTE: Completion of six semester hours of college credit will serve only to meet state-mandated training for the current school year; you will be required to again satisfy out-of-field training during subsequent school years.  Only passing the subject area exam OR submission of an approved infield rubric (where applicable) will completely close the out-of-field record for the subject area.
• passing the subject area exam in the specific language (where a subject area exam is developed)
• completion of an acceptable program or exams in the specific language per one of the options listed further down this page (where a subject area exam is not developed)
• documenting 100 points through the Infield Status Rubric

REQUIREMENTS TO ADD A WORLD LANGUAGE:

FOR LANGUAGES WHERE A SUBJECT AREA EXAM HAS BEEN DEVELOPED: (French, German, Latin, and Spanish)

Pass the subject area exam in the specific world language and add the subject to your certificate.  Information and registration for the subject area exam is found at the Florida Teacher Certification Exams web site.

Once you have passed the subject area exam you will need to submit an application and fee to the Florida Department of Education and fee (paid through the district) for the addition.  For complete steps on submitting the addition application and fee go to Talent Acquisition and Operations, Instructional web site and click on "Florida Certificate Additions.

FOR LANGUAGES WHERE NO SUBJECT AREA EXAM HAS BEEN DEVELOPED: (all other languages not listed above)

OPTION 1:

Documentation of completion of the Basic Program of the Defense Language Institute of the United States Department of Defense (DLIFLC) in the specific language.  Acceptable DLIFLC programs are the Basic (Code 01), Intermediate (Code 06), and the Advanced  (Code 07).  Please visit the DLIFLC web site to obtain information on this option.

If you have completed one of the acceptable DLIFLC programs in a language for which you are out-of-field and in an area where there is no subject area exam developed, then please submit a copy of the program completion certificate to certificationrequests@browardschools.com as an email attachment with the subject "World Language OOF Training Documentation".  The Talent Acquisition and Operations, Instructional Department will then submit a verification (known as a CT114) to the Florida Department of Education to verify completion of requirements to add the subject area.

You will need to submit an application and fee to the Florida Department of Education to add the subject.

OPTION 2:

Documentation of passing the American Council on the Teaching of Foreign Languages (ACTFL) oral proficiency exam and written proficiency exam above the intermediate level in the specific language.

If you have passed both the oral and written proficiency exams above the intermediate level in a language for which you are out-of-field and in an area where there is no subject area exam developed, then please submit a copy of the oral and written proficiency certificates along with an application and fee to the Florida Department of Education to add the subject.
