The Office of Student Services and its multi-disciplinary team of professionals provide prevention and intervention services to Pre-K - adult students and support the collaboration of schools.

Division Resources

Overview

Within the Division there are six departments, each specializing in particular areas of support for students and schools. Community Connections improve access to learning experiences within the community. The departments include Coordinated Student Health Services (CSHS), Exceptional Student Education (ESE), Mental Health, School Counseling, School Culture & Student Support, and Student Services.

The 2025–2026 Broward County Student Services Plan outlines the District’s commitment to equity, excellence, and inclusion in supporting every student’s academic and personal success. Aligned with Broward’s 2022–2027 Strategic Plan and Guardrails, this plan brings together the full continuum of student support services to ensure schools have the resources and guidance needed to address the diverse needs of students and families.

The plan highlights the work of five key areas:

Exceptional Student Education (ESE): Ensuring compliance with IDEA while providing specialized instruction, therapies, transition services, gifted education, and supports for students with disabilities from PreK through age 22.
School Counseling: Supporting students’ academic growth, wellness, college and career readiness, and recovery through individualized and group services.
Coordinated Student Health Services: Promoting student health and achievement through nursing care, disease management, immunizations, screenings, and telehealth.
Student Services: Addressing barriers to learning by supporting attendance, foster care and prevention, homeless education, and school social work.
School Culture, Student Support, and Mental Health Services: Building safe, inclusive environments and addressing behavioral health through mentoring, professional learning, PBIS, resiliency instruction, crisis response, and mental health interventions.

Each department provides standards of service, look-fors, and guiding practices designed to give school leaders clear expectations and tools to effectively implement supports. This manual serves as a practical reference to help schools create environments where all students are valued, supported, and prepared to succeed in tomorrow’s world.

Exceptional Student Education Department (ESE)

The Exceptional Student Education (ESE) Team supports over 41,000 students with disabilities and 10,000 gifted students by providing Free and Appropriate Public Education (FAPE) in compliance with Individuals with Disabilities Education Act (IDEA). It ensures Child Find obligations, offers a continuum of services from general classrooms to specialized settings, and delivers individualized support through Individualized Educational Plans(IEPs) and Educational Plans (EPs). The team provides compliance training, dispute resolution, and oversees Medicaid reimbursement programs, while also offering district-wide professional learning to ensure high-quality instruction and best practices for students with disabilities and gifted learners.

The School Counseling Department

The School Counseling Department - Enhances student achievement by helping schools to develop and implement an annual comprehensive school counseling plan, social and emotional learning action plan, and recovery services, ensuring every student receives high quality support. Credentialed school counselors, social and emotional learning specialists, and recovery personnel provide comprehensive programming that encourages continuous academic, career and personal/development success to prepare students for meaningful participation in a diverse, changing world.

Coordinated Student Health Services - Strives to foster the growth, development, and educational achievement of our students by promoting their health and wellness in a safe, supportive environment. CSHS embraces collaboration with staff, students, families and the community to achieve this goal.

The Student Services Department

The Student Services Department - Provides a wide array of support services for students, staff, and families of Broward County Public Schools. The Department consists of School Social Work, Attendance, Family Counseling, Foster Care, Child Abuse and Neglect, and Homeless Education. Student Services provides services for the school and community by removing barriers and promoting academic, social and emotional success for all students.
