To prevent and intervene with bullying, BCPS uses a multi-tiered systems of support (MTSS) imbedded in the Response to Intervention (RtI) model to ensure the violence prevention and intervention strategies are delivered in increasingly higher intensity, as school, staff, and student needs dictate.

BCPS is committed to providing the highest quality education in a safe, respectful and violence-free environment. Bullying prevention and intervention efforts are embedded in a multi-tiered system of supports. Tiers of support increase in intensity as individual student and school needs dictate - at the universal (Tier 1), targeted (Tier 2), and intense individualized (Tier 3) levels.

Policy 5900 ANTI-Bullying Forms

The School Board of Broward County has one of the nation’s most comprehensive Anti-Bullying policies. Policy 5900, first adopted on July 22, 2008, helps to ensure all students feel safe and respected while attending school. "Bullying” investigations encompass bullying, harassment, sexual harassment, and discrimination for students.

The policy defines “bullying” as systematically and chronically inflicting physical hurt or psychological distress. To be determined to be bullying, the behavior must include all three elements. It must be:

R – Repeated (happens more than once), is
I – Intentional (intends to harm the other person), and has a
P – Power Imbalance (physical, social, psychological).

The policy sets forth guidelines for the identification and reporting of bullying as well as a timeline for the investigation as dictated by the criteria and model policy provided by the Florida Department of Education, http://www.fldoe.org/safe-schools/bullying-prevention.stml. HOPE Scholarship Program

Bullying and harassment are two of the Hope Scholarship Program's eligible incidents.

The Hope Scholarship Program is part of the Florida school choice program. Any BCPS student who reports they were the victim of a qualified incident at a K-12 public school, any school related or school-sponsored program or activity, riding the bus, or waiting at the bus stop is eligible. Be the 1 Positive School Culture Initiative (PSCI) Toolkit

Grades K-12

This Toolkit helps to create safer and more respectful school environments where all students can thrive. Only when students feel safe, can they truly focus on social and emotional learning (SEL) and academic success. Be the 1 uses evidence-based strategies to permanently embed Multi-Tiered System of Supports (MTSS) for violence prevention and intervention within your school in a continuous improvement model. The messaging of this pro-social marketing campaign and lessons will inspire your students to Be the 1 to help prevent and intervene with bullying.

Choose Peace/Stop Violence (CPSV) Program

Grades 6-12

The Choose Peace/Stop Violence initiative is a partnership between United Way of Broward County, Broward County Public Schools and Children’s Services Council of Broward County. The collaborative focuses on youth violence and bullying behavior prevention, fostering peace awareness and academic improvement through positive development promotion and sustainable tools to improve the school climate. The initiative promotes a year-round positive norms campaign both district-wide and through a school-based “Agents of Change” program overseen by a facilitator. The students meet monthly, follow a curriculum and lead all school-wide activities promoting peace, kindness, tolerance, and social emotional skills such as compassion, patience, generosity, and a positive school environment. Grades K-12

Delivers free engaging digital resources to equip students with critical skills for success beyond the classroom. The digital education platform has free lessons, videos, surveys, assessments, and interactive exercises that teach financial capability, character, substance abuse prevention, STEM, health & wellness, social-emotional learning, relationship skills, cultural & civic literacy, and career preparedness. Violence related lessons include Honor Code (grades 8-10), Say Something (grades 9-12), and The Compassion Project Lesson Plans for Teaching Empathy & Compassion (grades 2-4).
