2026 Teacher of the Year Finalists

Denise L. Moore
Dr. Martin Luther King, Jr. Elementary School

Denise L. Moore, a literacy coach and classroom support specialist at Dr. Martin Luther King, Jr. Elementary School, brings over 14 years of educational experience to BCPS. She is dedicated to data-driven instruction that ensures all students have access to rigorous, engaging learning environments that build skills, confidence, and resilience.

Moore emphasizes the importance of creating safe, supportive spaces where students feel seen and challenged, believing strong relationships are the foundation for successful learning. Known as “Mama Moore,” her lasting connections with former students reflect her impact beyond the classroom. While she enjoys sewing, crocheting, writing poetry, and word puzzles, Moore views teaching not just as a career, but as a calling.

Fatima De Leon Casco
James S. Rickards Middle School

With nearly nine years in the District, Fatima De Leon Casco is a science teacher at James S. Rickards Middle School, where she once attended as a student. She began her career in 2017 as Head Softball Coach at her alma mater, Northeast High School, before transitioning into the classroom.

De Leon Casco teaches multiple science courses and serves in several leadership roles, including Science Department Chair, PBIS Coordinator, and Title I Liaison. A proud BCPS graduate, she is currently pursuing her doctoral degree, while continuing to inspire students to embrace growth, perseverance, and their limitless potential.

Mabel S. Colon
Orange Brook Elementary School 

Mabel S. Colon has served BCPS for eight years, bringing over 20 years of experience in education. She began as a second-grade teacher at Orange Brook Elementary School, later teaching third-grade Gifted/High Achieving students during the COVID-19 period, and now serves as an ESE Support Facilitator supporting exceptional learners.

Colon also serves on the Instructional Leadership Team, mentors new educators, coaches Speech and Debate, and supports The 5000 Role Models of Excellence Project. A first-generation Guyanese American, she is committed to creating inclusive spaces where students feel seen, valued, and empowered to discover their potential.

Ilona Tinerino-Allen
Pasadena Lakes Elementary School 

Ilona Tinerino-Allen has dedicated 25 years to BCPS, including 18 years as a first-grade teacher at Pasadena Lakes Elementary School. She believes education is transformative, fostering critical thinking, creativity, and a love of learning in a safe, supportive classroom.

Tinerino-Allen emphasizes helping students feel seen, valued, and confident, preparing them to approach life with resilience and purpose. She enjoys teaching and inspires students through her enthusiasm for music, movies, and everyday moments of happiness.
