Countywide At-Large, Seat 8

Dr. Allen R. Zeman is a Countywide At-Large member of the Broward County School Board, representing all of Broward County’s municipalities (Seat 8).

Dr. Zeman is the Chief Executive Officer of the Center for Human Capital Innovation (CHCI). He formed CHCI after a 20-year, SES-level government career where he served in various Pentagon assignments and in multiple deployed assignments.

Dr. Zeman also served overseas for a year as the Senior Advisor to the Deputy Prime Minister of Iraq and Chief Economist for Reconstruction.

Prior to serving in Iraq, Dr. Zeman's served as the Director of Naval Training and Education for the Chief of Naval Operations, responsible for the plans, policies, budgets and directives for the world’s largest training and education organization. He served on the DoD K-12 Schools Board of Advisors and was a pioneer in military education as the founder of the Navy College Program. He developed “SMART transcripts” which capture college-level credits for all completed military training and education. He received national awards, including two “Hammer Awards” from President Bill Clinton. Dr. Zeman’s Ph.D., M.S. and B.S. are in Economics and Math from Florida State University. At FSU, he was a member of the Economics faculty and an Instructor at the Center for Professional Development. A Florida native, Dr. Zeman attended Broward County Public Schools from K-12, served as Chair of the Fort Lauderdale Education Advisory Board from 2015-2021, and was elected to the School Board of Broward County in 2022.
