    (BTU-EP) UPDATE – THURSDAY, JANUARY 30, 2020

    Negotiations Update:

The School District and the Broward Teachers Union – Education Professionals (BTU-EP) continued negotiations for the 2019/20 school year on January 30, 2020. Although the BTU-EP declared impasse at the last negotiation session on December 12, 2019, the parties may continue to negotiate at the table while moving through the impasse process.  At today’s negotiation session the District proposed the following:

    • A 2% increase to the base salary for the 2019/20 school year. The BTU rejected the proposal.
    • Article 18: In compliance with the Florida Statutes, the District proposes to replace the current automatic renewal for annual contract teachers with language requiring three levels of District approval for annual renewal or non-renewal procedures, including the Principal, the Cadre Director and finalized by the Superintendent. The BTU presented a counterproposal for consideration.

Although not a negotiation proposal, the parties discussed that, in addition to the 7% Referendum Supplement already awarded to the BTU-EP for the 2019/20 school year, all teachers will receive a portion of a $4.4M increase, due to a better than projected tax collection.  The parties agreed to the distribution of these funds.

All other provisions of the Collective Bargaining Agreement will remain the same, including no premium increase in the three health insurance plan options for employee coverage.

The District remains committed to continue negotiating with the BTU to reach a tentative agreement.

    Best and Brightest Update:

The parties reached a separate agreement for the distribution of the Best and Brightest Recognition Award to all eligible District K-12 Teachers and Education Support Professionals who did not receive the Retention Award. The agreed upon distribution is as follows:

Highly Effective Teachers for 2018/19 will receive a one-time payment of $1200; Effective Teachers for 2018/19 will receive a one-time payment of $1000; ESPs with at least a Satisfactory evaluation rating for 2018/19 will receive a one-time payment of $570.

    Negotiations Update:

The School District and the Broward Teachers Union – Education Professionals (BTU-EP) opened negotiations for the 2019/20 school year on September 25, 2019. The BTU-EP placed a proposal for a 5% salary increase on the table. A subsequent session was scheduled for October 11, 2019. The parties mutually agreed, in lieu of the negotiation session, to allow both parties financial professionals to meet and review the current financial status of the District and identify any areas that could be utilized for salary increases. The District presented an economic proposal on December 12, 2019. The proposal included the following compensation increases for the 2019/20 school year:

    • 7% Referendum supplement (already being paid)
    • .44% Referendum from additional collections for the 2019/20 school year
    • 5% increase to the salary schedule

This compensation package would equate to a total of an 8.94% increase for the 2019/20 school year. The BTU-EP rejected the proposal and declared impasse.

The District is committed to continue negotiating with the BTU to reach a tentative agreement.
