    The Environmental Conservation & Utility Management Office exists to facilitate increased awareness and efficient use of energy and other natural resources. The main mission of the Environmental Conservation & Utility Management Department is to enhance environmental stewardship, contribute to the District's efforts to reduce inefficiencies in the use of energy resources such as electricity and natural gas. In addition, it is our mission to further reduce water consumption and the production of solid waste, while increasing the comfort level of classrooms and schools.

  • EMS Utility Help Desk and Forms

    For all requests or issues related to Air Conditioning, Refuse, Recycle, Roll-Offs, Gas, and water, send email to emshelpdesk@browardschools.com

    If your Request is for After Hours Air Conditioning and it is received after the 1:00 pm deadline, we will be unable to process the request.

    If your request is for a Roll Off Dumpster or a Pull & Return of your Roll Off Dumpster, the request will be processed within 36 hours.

    If the Request is for Fuel pertaining to Emergency Generators and the level is lower then 50% your request will be processed within 24 hours. If the level is greater than 50% the request will be processed on the next scheduled delivery day for your area.

    Complete the High-Water Checklist if you have any excessive water usage at your site.

  • FPL's Solar for Schools Program

    A total of 11 Photovoltaic (PV) Systems donated by FPL and coordinated by the Environmental Conservation/Utility Management Department, have been installed throughout the District.
    These PV systems, ranging from 5KW to 10KW, are located at the following schools:

    • Attucks Middle, 5KW completed 2013
    • Blanche Ely High, 5KW completed 2013
    • Driftwood Middle, 10KW, completed 2015
    • Maplewood Elementary, 10KW, completed 2015
    • McNab Elementary, 10KW, completed 2014
    • New Renaissance Middle, 5KW, completed 2013
    • Panther Run Elementary, 5KW, completed 2013
    • Parkway Middle, 10KW, completed  2014
    • Stranahan High, 10KW, completed 2014
    • Tropical Elementary, 5KW, completed 2013
    • Welleby Elementary, 10KW, completed 2014

    The selection was based on the schools that were awarded the school year Energy Tools for Schools shared savings incentive award, enhanced/complemented their science curriculum needs, and to ensure at least one school in all seven SBBC Districts will now have a Solar Array installed, in addition to also ensure that the arrays will be equally distributed throughout the District.

    FPL will maintain the PV systems and provide a warranty for a period of five years from the in-service date and will transfer ownership to SBBC at the end of the five-year period. 

  • Water Conservation

    The School District’s partnership with NatureScape Broward is largely focused on improving water quality, efficiency, and conservation. This includes:
    • Conducting irrigation system efficiency evaluations and indoor water audits within the schools to identify improvements that can be made to conserve water.  NatureScape is about creating Florida-friendly landscapes that conserve water, protect water quality, and create wildlife habitat. As such, a major goal of NatureScape Broward is to increase the amount of native landscaping throughout the County and minimize the number of herbicides, pesticides, and supplemental irrigation required to maintain a healthy landscape. 
    • NatureScape Broward also educates and trains students and school board staff on water conservation and water quality by providing in-classroom and outdoors programs and training
    • A large number of evaluations were on systems utilizing city water as the irrigation source. This produced considerable cost savings for the District when settings were modified to comply with the Mandatory Year-Round Landscape Irrigation Rule
    • Control systems are being gradually implemented to remotely monitor and command the water usage 

  • Performance Contract

    One of the main ways the District is achieving reductions in utility usage is through a program called “Performance Contracting”.  

    Energy Savings Performance Contracting (ESPC) is a proven, alternative procurement method that has been widely used for more than thirty (30) years, is recognized by the U.S. Department of Energy, and permits government agencies to enter into a guaranteed energy, and water, or wastewater savings contract for a duration of more than one (1) year with vendors of guaranteed energy, water, or wastewater savings programs. These programs are financially guaranteed to achieve the projected savings by the Energy Service Company (ESCO) which reduces budget and operational risk to the District.

    The objective of The School Board of Broward County, Florida (SBBC’s), Energy Performance Contract projects are to generate significant consumption reductions and cost savings in energy and water utilities by upgrading necessary infrastructure and safety features including energy-efficient LED technologies and low-flow plumbing fixtures. Implementation of these upgrades also supports the environmental stewardship of the District. Schools throughout the District are considered for evaluation based on historical knowledge of existing inefficient lighting fixtures as identified by Physical Plant Operations, Facilities, and fire or safety-related inspections. The SMART program Scope of Works is reviewed and in some cases, lighting projects are removed to include in this Performance Contracting program.

    Starting in May 2020, with  SBBC’s approval, The Environmental Health and Safety Department initiated Phase I of the Master Services Contract for Energy Performance Contracting Services with Johnson Controls, Inc. (FY20-121 –Energy Performance Contracting Services). 

    Performance Contract (PC) includes lighting and plumbing upgrades. 

    The lighting upgrades consist of the replacement of existing fluorescent lights with new or more efficient LED lights.  This mainly involves lamp replacement, the addition of vacancy or occupancy sensors, ballasts removal, new gym light fixtures, new exterior canopies and parking lot light fixtures.

    The plumbing upgrades consist of the replacement of high-water flow fixtures with low-flow fixtures (toilets, urinals, flush valves, faucets and/or aerators, shower heads), in compliance with SBBC Design Standards.

    These upgrades have direct results in the reduction of energy costs, increase energy efficiency, and improvements in the learning environment.  It is also the intent of the PC projects to include schools throughout the District, to fairly distribute the benefits of these upgrades.

    • Phase 1: Approved by the SBBC on May 19, 2020, for nine (9) Schools. Construction was completed on August 2021. Year one (1) actual total savings were $552,719 which positively exceeded the guaranteed total Year one (1) savings of $444,686, in part also due to the FPL rate increases
    • Phase 2 Approved by the SBBC on December 14, 2021, for twenty-one (21) Schools. Construction is in progress with an estimated completion date of 2/2024 with an estimated total annual project savings of $927,004.
    • Phase 3 with 23 schools was unanimously approved at the Board Meeting on 6/13/2023
