  • Competency Demonstration Checklist (CDC)

This form is submitted for a full-time teacher holding a three year temporary certificate issued by the Florida Department of Education and is required according to the individuals Statement of Status of Eligibility (SOE) letter.

Mastery of Professional Education Competence must be demonstrated either through written verification from the principal that the teacher has mastered the state competencies (for non-education majors) or by graduation from a state-approved education program.

Non-education majors participate in the New Educator Support System (NESS).
Following a year of support from NESS, principals must verify whether or not the teacher has mastered the state competencies by completing the Competency Demonstration Checklist (CDC). The form should be completed by the principal at the conclusion of the teacher’s first year and submitted to the Broward County Certification Office for processing. Please note that the mandated Child Abuse training must be completed before your principal can sign off on this form.

Following is a guide through the CDC process:

The Principal is the designated official for completing and signing the form.

The form should be typed or completed using blue or black ink.

Each competency must be reviewed with a check indicating the method of mastery used.

Charter schools, contractual agencies, and others receiving services through the district’s certification office, must ensure that the teacher’s full-time date(s) of employment, appropriate contact information including the school name, principal’s name, and phone number have been completed.

The appropriate box at the bottom of the form must be checked indicating whether or not the teacher mastered all competencies.

If you are unable to recommend an overall successful mastery of the State competencies, you must communicate with your designated Certification Administrator and indicate in writing specifically what the teacher lacks and identify competencies not mastered. It is likely that a Performance Development Plan would have been initiated and is being handled through Employee Relations.

Signed, completed CDC forms should be submitted to the Certification Office

All CDC forms are electronically submitted to the Department of Education and must contain accurate and complete information.

  • ESE Endorsements

Affected teachers will be required to obtain an endorsement corresponding with the population they teach beginning July 1, 2011, if they are unable to document appropriate experience (see below).

Click here for specific training requirements.

Visit http://www.florida-ese.org/personneldevelopment/for information on coursework opportunities.

Documenting Experience to Satisfy State Requirements for PreK  Disabilities and Autism Spectrum Disorder Endorsements (will not result in endorsement on certificate)

NOTE: Contracted community agency and charter school employees should maintain documentation in their school's FTE audit file.  Do not send to district certification office.

Use of Teaching Experience to Waive Coursework for those Adding the Endorsement to their Certificate

A maximum of two years of appropriate teaching experience to replace up to six semester hours of coursework may be granted; Department of Education will determine if experience is appropriate – not the Broward Certification Office.

  • Inservice Points

All Broward County employees can earn district inservice points, which can be utilized for different purposes as a full-time teacher:

    • Points can be used for renewal of the five-year professional certificate, as long as they are within the validity date of the professional certificate, with the exception of approved ESOL and Reading coursework which can be banked* and used for future renewals
    • Bankable inservice is coded with a “V” in the requirement code column in your inservice record
    • Bankable inservice previously used for recertification is coded with an “S” in the requirement code column in your inservice record
    • ESOL and Reading coursework taken at a college or university must be sent to the Certification Department for input in your inservice record – send transcripts to Certification: Attention for ESOL or Reading credit

  • Out-of-Field

You must continue to complete out-of-field training each school year or until you have obtained the required certification.  See particulars below based on your out-of-field teaching assignment.  Note that failure to comply will impact your future placement/assignments up to including non-renewal of your contract.

Your out-of-field record will remain open until you have added the out-of-field area to your certificate. Parent notification will be required to be sent home to the parents of the affected students.  Once you obtain the certificate reflecting the additional area, be sure to notify the representative for your location (see "About Us" for a full list) so your out-of-field record in SAP can be closed.  Note: no money is saved by waiting to add a certification area to your certificate when you submit your application for renewal and/or your initial professional certificate.  You are urged to apply immediately for the addition once you have met and can document the subject area requirements.
