FL DOE Comprehensive Health Education Mandates

Broward County Public Schools (BCPS) is committed to preparing students to be emotionally resilient and academically prepared for success in a global community. To ensure this and to be in compliance with the State Board of Education Rule Memo, a minimum of five hours of required instruction related to mental and emotional health education is provided to every student in grades K-12 annually. The content areas to be taught are mental and emotional health, substance use and abuse prevention, internet safety and/or human trafficking, and character education. Character Education Mandates from the Florida Department of Education
The Florida Department of Education mandates Character Education in grades K-12. More information can be found in the State Board of Education Rule Memo and the FL DOE Comprehensive Education Mandates webpage.
All FL DOE health education related requirements and the Mental and Emotional Health Education Memo can be found on the FL DOE website. As part of the requirements, BCPS also provides annual instruction to students:
- In grades 6-12, the Mental & Emotional Health Education Toolkit (non Canvas) meets the requirements of the State Board of Education, statute Rule 6A-1.094121, Mental and Emotional Health Education
- In grades K-12, the RethinkED curriculum in Canvas meets the requirements of the State Board of Education statute Rule 6A-1.094123

Human Trafficking Education Mandates from the Florida Department of Education
The Florida Department of Education mandates Child Trafficking Prevention Education in grades K-12. More information can be found in the State Board of Education Rule Memo and the FL DOE Comprehensive Education Mandates webpage.
This rule requires school districts to annually provide instruction to students related to Child Trafficking Education, and institutes procedures for school districts to document planning and delivery of instruction. The Child Trafficking Education should advance each year through developmentally appropriate instruction and skill building using the adopted health education standards.

BCPS works to ensure that every school in Broward is a “Child Trafficking Free Zone.” The BCPS Child Trafficking Prevention Education Implementation Plan ensures all BCPS students in grades K-12 receive child trafficking prevention education that meets the requirements of the State Board of Education state statute Rule 6A-1.094123 Child Trafficking Prevention Education (Rulemaking Authority 1001.02(2)(n), 1003.42(2) F.S. Law Implemented 1003.42 F.S.) As can be seen in the BCPS Child Trafficking Prevention Education Toolkit, the lessons advance each year through developmentally appropriate instruction and skill building.
